TENDER for LENNON DRAIN IMPROVEMENTS
Phase 2 – Roseland Golf Course

August 2, 2017 – Tender Information Update

The following updated tender information is provided:

  • The tender closing date has been changed. Tenders will be received by the Essex Region Conservation Authority office at 360 Fairview Avenue West (Suite 311), Essex, Ontario, Friday, August 18, 2017 at 4:00.59 p.m. local time, for the proposed reconstruction of the Lennon Drain within Roseland Golf Course and #3888 Kennedy Drive East in the City of Windsor, Ontario.
  • A second non-mandatory Pre-Tender Meeting has been scheduled. The second non-mandatory Pre-Tender Meeting will be held on Wednesday, August 9, 2017 at 3:30:00 pm local time at Roseland Golf and Curling Club, 455 Kennedy Drive West, Windsor, Ontario.
  • The public tender opening date and time has been changed. A public opening of this tender will be held at the Essex Region Conservation Authority office, 360 Fairview Avenue West (Suite 311), Essex, Ontario, Friday, August 18, 2017 at 5:00:00 p.m. local time. All persons interested in this tender are permitted to be present at that time.
  • The Minimum Bidder Qualifications contained in the tender document “Special Information to Bidders” has been revised as follows:
    • “Minimum Bidder qualifications for work within Roseland Golf Course are proof of successful completion of all of the following:
      • Construction or restoration of a golf course or manicured park environment.
      • Construction or restoration of water courses and ponds.
      • Restoration of large sod areas including golf courses, parks or water courses.
      • Construction or restoration of trails/pathways.”

 (The above changes have been formally addressed in ADDENDUM 1 which was issued August 2, 2017)

All remaining information that is not crossed out below remains applicable to this tender.

 

Tenders will be received by the Essex Region Conservation Authority office at 360 Fairview Avenue West, Thursday, August 10, 2017 at 4:00.59 P.M local time, for the proposed reconstruction of the Lennon Drain within Roseland Golf Course and #3888 Kennedy Drive East in the City of Windsor, Ontario. The work to be completed under this Tender generally consists of the following:

  • Excavate five (5) on-line stormwater management facilities within Roseland Golf Course.
  • Construction of four (4) culverts incorporating flow control structures within Roseland Golf Course.
  • Reconstruction the Lennon Drain at #3888 Kennedy Drive East.

Envelopes shall be sealed and plainly marked: “LENNON DRAIN IMPROVEMENTS – PHASE 2” with the name and address of the tenderer.

Plans, specifications and form of tender are available commencing Monday, July 24, 2017 commencing 12:00 p.m. at the Essex Region Conservation Authority office. There is a $50.00 non-refundable charge for the Tender documents.

A non-mandatory Pre-Tender Meeting will be held on Monday, July 31, 2017 at 9:00 a.m. at Roseland Golf and Curling Club, 455 Kennedy Drive West, Windsor, Ontario.

A Bid Bond or certified cheque made payable to the Essex Region Conservation Authority (ERCA) in the amount of Sixty Thousand Dollars ($60,000.00) shall be submitted with the tender.

Tenders received after the closing deadline, whether delivered personally or if mailed (regardless of postal markings), will not be opened. Fax submissions will not be accepted.

A performance bond and a material and labour payment bond in the amount of one hundred percent (100%) of the tender shall be furnished by the Contractor awarded this Tender, upon signing of the contract.

The Authority reserves the right to reject any or all tenders. The lowest tender will not necessarily be accepted.

A public opening of this tender will be held at the Essex Region Conservation Authority, 360 Fairview Avenue West, Essex, Ontario, local time 4:30:00 p.m., Thursday, August 10, 2017. All persons interested in this tender are permitted to be present at that time.
